This challenging and high profile opportunity has arisen within the Valuation Tribunal for England (VTE) for an individual who can provide the outstanding leadership needed to ensure the Tribunal delivers against its demanding strategic objectives. The VTE hears appeals on Council Tax and Non-Domestic Rating which together account for around £50 billion of Government revenue. The VTE’s decisions can therefore have a significant and far-reaching impact.
The President leads and develops the volunteer Tribunal membership. This includes allocating responsibilities to vice-presidents and managing their roles; motivating and maintaining the enthusiasm of all members; and establishing appropriate systems for mentoring and appraisal.
The VTE works in partnership with the Valuation Tribunal Service (VTS) and is supported administratively by staff of the VTS; this includes the provision of qualified clerks who provide technical, procedural and valuation advice to the VTE.
The President will be appointed ‘ex officio’ to the Board of the VTS. This role involves attending meetings and participating as a full Board member, and contributing to the objectives of the VTS.
We are seeking a senior leader with strong strategic skills to sustain effective relationships and shape and guide the Tribunal by providing proportionate and practical solutions which withstand public scrutiny. The successful candidate will possess stature and integrity and be able to demonstrate that they can:
- lead the work of the Tribunal
- ensure its effective operation
- work in partnership with the Chairman and Chief Executive of the Valuation Tribunal Service (VTS)
Candidates must demonstrate sufficient directly relevant senior managerial experience. This could be from sitting in a position of authority on enquiries or committees, sitting on or managing panels, or acting as arbitrator or mediator or equivalent in the field of tribunals, administrative law or local or national taxation.
